Dale Butler has been improving the well-being of the people of Modesto and Stanislaus County for more than 50 years.
He was a farm worker, Stanislaus County Equal Rights Officer, president of the Stanislaus County Fair Board, and a member of the Stanislaus County Hispanic Leadership Council. Among organizations he founded are El Concilio de Stanislaus County for the Spanish-Speaking, Inc., and the Stanislaus County Disability Resources Agency for Independent Living, and he co-founded the Latino Community Roundtable. Among other honors, he’s been recognized as Outstanding Latino of the Year, Humanitarian of the Year, and Volunteer of the Year. The Dale Butler Equal Rights Award is named in his honor.

Like most cities in California, Modesto was still racially segregated in 1963, when the city council formed the first Modesto Human Rights Committee (photo). At their first meeting, the issue of desegregation in Modesto and California was a hot topic. The committee met until early 1964, then in 1965, the city established the Modesto Human Rights Commission, which was tasked to end discrimination and segregation in Modesto.
